It's made for seats with a headrest you can wrap a strap around. Some seats don't have one, so take a quick look at your seat before you rely on it.

Remove it during taxi, takeoff and landing, or if the crew asks.

It looks like an eye mask with a strap. Most people around you will be asleep too.
Can I use it in a car?
As a passenger, yes, on headrests you can strap around. Never while driving.
